The vote marks a striking departure from earlier this year when the measure failed, and signals a new bipartisan desire in the Senate for Trump's administration to take a harder line on Saudi Arabia after the murder of dissident journalist Jamal Khashoggi was linked to the government in Riyadh, and amid a mounting humanitarian crisis in Yemen. Khashoggi died in the Saudi consulate in Istanbul.

Of course, neither the White House nor Secretary of State Mike Pompeo were pleased.

Pompeo told reporters after the briefing that there was "no direct" evidence linking the crown prince to the murder, but senators remained unconvinced and frustrated.

"There is no smoking gun", Mattis told Pentagon reporters, stressing he still believes those responsible should be punished.

Gold noted that Trump's defense of the US-Saudi alliance argued that "the profits of our weapons companies are more important than holding Saudi Arabia accountable, and clearly more important than the lives of children in Yemen".

"While Canada has imposed sanctions on these 17 Saudi nationals, we continue to call for a transparent and rigorous accounting of the circumstances surrounding Mr. Khashoggi's murder", the media release states.

Khashoggi, a Saudi journalist and columnist for The Washington Post, went missing after entering the Saudi Consulate in Istanbul on October 2.

Blunt, one of the two Senators from Missouri, received at least $19,200 in campaign contributions from firms representing Saudi Arabia in 2017, the CIP said, with Boozman, Burr, Crapo and Scott, representing Arkansas, North Carolina, Idaho and SC respectively, receiving contributions ranging from $1,000-$2,500 between 2016 and 2017.

He has also cast doubt on the CIA's reported conclusion that MBS was behind the killing.

Wednesday's procedural vote sets up a floor debate on the resolution next week.

Should it ultimately pass the Senate it would have little chance of clearing the House this year.

Senator Murphy, however, said Pompeo and Mattis' testimony may have been counterproductive. And several Republicans, including Corker, emphasized that they would not necessarily vote for the bill the next time around.

Postponing the final vote leaves open the possibility that the resolution could be amended or watered down before it receives a final vote.

Sen. James Lankford said he was still against cutting off military support because he believed such an action would lead to more civilian casualties in Yemen rather than fewer.

The Yemen conflict is seen as a proxy war between Saudi Arabia and Iran.

Khashoggi was a critic of the Saudi monarchy and a contributor to the Washington Post.

Events have left administration officials publicly grappling with global realpolitik, saying Saudi Arabia's role in countering Iran is too important for the United States to turn its back.
