But Cesena says neither she nor the other parents' families have been given any details about what those extra security procedures are.

Local news website Azfamily.com first reported the woman, who had been in a vegetative state for more than 10 years after a near-drowning, delivered a baby on December 29.

She said no one reported that incident exclusively out of fear, and she believes there's been other abuse throughout the years.

Phoenix police so far have declined comment. No one knew she was pregnant and healthcare staff were initially unsure why she was moaning, the reports said. "None of the staff were aware that she was pregnant until she was pretty much giving birth".

Alejandro Benally, Chief of the San Carlos Apache Police Department said, "At this point, this matter falls under the jurisdiction of the Phoenix Police Department".

Hacienda HealthCare board member Gary Orman said the facility will accept "nothing less than a full accounting of this absolutely horrifying situation, an unprecedented case that has devastated everyone involved, from the victim and her family to Hacienda staff at every level of our organization".

In 2013, Timmons received a warning from the Arizona Department of Health Services after an investigation revealed a staff member - who was later fired - made sexual comments about a patient that weren't appropriately reported.

In addition to working with police, the state is "re-evaluating the state's contract and regulatory authority as it relates to this facility and have been working closely with state agencies to ensure all necessary safety measures are in place", Patrick Ptak, a governor's office spokesman, said in a statement.

Hacienda also announced that all male employees would have to have a female employee accompany them when visiting a female patient's room.

Hacienda HealthCare, which tends to medically fragile children and young adults in Arizona has an admirable motto: "In special lives, we make a difference".
