Early IRS tax refunds up in the air during government shutdown

A major pain point in negotiations was President Donald Trump's wall, which he wants to build along the southern border of the United States.

"The unknown. The unknown of when the IRS is going to start accepting tax returns, when the government is going to open back up, when can we expect our refund", said tax adviser Marlena Curtis.

While refunds may be delayed, if you owe the government money, you will still have to pay it on-time. With little or no income-tax liability, these taxpayers often use a sizable refund to help pay down debt, the publication says.

And during shutdowns, only a fraction of IRS employees work.

Tovey also says that it's important to take the same steps as usual in filing taxes, so that once the shutdown is lifted folks can have their money as soon as possible.

The IRS plan says that only 12.5 percent of the IRS workforce is authorized to work during a shutdown, while the rest of the agency faces furloughs.

In 2018, the earliest date taxes could be filed was January 29, and the start of tax season will once again be in January.

As the government remains closed, worry spreads about what this means for us, the taxpayers.

While the lack of refunds could affect early filers, it's less likely to do so for those in higher tax brackets. But, be prepared to adjust your budget accordingly if you have to wait for a refund.

The agency received two years of funding to implement the new tax law, so some of those activities including devising worksheets and tax forms along with instructions and publications have continued. If the shutdown lasts much longer, the IRS will likely have to make more and more changes on the spot.
